Salverda Omloop van de IJsseldelta | UCI 1.2

Article 1. Organization
The Salverda Omloop van de IJsseldelta, hereinafter referred to as ’the race’, will be held on Saturday, June 8th, 2019. Organizer is the Stichting Sport Evenementen, de Riek 5, 8091 NV Wezep, hereinafter referred to as ’the organization’. The race is organized according to the regulations of the UCI and KNWU.

Article 2. Type of event
This race is a 1.2 UCI race for elite women. Distance of 132.9 km. The race is listed on the UCI Women calendar and is a stage of the Nederlandse Loterij Top competition Women 2019.

Article 3. Participation
In accordance with article 2.1.005 of the UCI regulations, the event is open to the following teams: UCI Women’s teams, National teams, Regional teams, a mix-team and Club teams. According to article 2.2.003 of the UCI regulations teams must consist of a minimum of four and a maximum of six riders. After entry, there will be a selection by the organization.

Article 4. Permanence
The race headquarters will be open from 8:00 a.m. at Landstede, Dokterspad 2, 8025 AW Zwolle. The permanence, race headquarters, dressing rooms and anti-doping control are all in the same building (Landstede, Dokterspad 2).

Article 5. Body and frame numbers
The distribution of body numbers and frame numbers will take place in the permanence (Landstede, Dokterspad 2, 8025 AW Zwolle) from 8.45 – 9.55 a.m. The team manager has to pick up the numbers by showing his own licence and the licences of the riders.

Article 6. Team managers meeting
The team managers meeting will be held in the permanence on Saturday, June 8th, 2019 at 10.00 a.m.

Article 7. Referees meetings
The referees meetings will be held in the permanence on Saturday, June 8th, 2019 at 10:30 a.m. and 4:00 pm.

Article 8. Distribution radio communication
Equipment for radio communication will be distributed on Saturday, June 8th, 2019 from 9:30 a.m. at the car park near the permanence.

Frequency Radio Tour 155.9375 Mhz

Article 10. Neutral technical support
Technical support will be provided by two neutral cars and one motorbike from Wielerauto.nl. Spare parts from the neutral service cars should be returned as soon as possible (no later than half an hour after the race) to the neutral cars near the permanence.

Article 11. Changing rooms and washing accommodations
Changing rooms and washing accommodations are located in the permanence (Landstede, Dokterspad 2, 8025 AW Zwolle). Riders should keep the changing rooms and washing accommodations clean and should use the bins for their garbage.

Article 12. Anti-doping
The UCI anti-doping regulations are entirely applicable to this event. The anti-doping tests will take place in a designated room of the permanence (Landstede, Dokterspad 2, 8025 AW Zwolle).

Article 13. Penalties
The participants are expected to know the regulations, rules and instructions of the UCI, KNWU and organization. Violations of the rules will be punished according to the rules laid down by the UCI, chapter 12.

Article 14. List of participants
The final list of participants is available from 11:00 o’clock (earlier, if possible) in the permanence and near the starting point (Grote Kerkplein, centre of the city of Zwolle).

Article 15. Sign attendance list
The participants can sign the attendance list from 11:30 a.m. till 11:55 a.m. at the stage near the official start. The start of the race is at 12:00 o’clock.

Article 16. Speaker instructions
Riders line up following the instructions given by the speaker. The start is at the Grote Kerkplein, in the centre of the city of Zwolle.

Article 17. Start
Start will take place at 12:00 pm exactly. All riders must be present 15 minutes before the start, wearing – well visible – the race number supplied by the organization. Frame number should be attached to the bike correctly.

The race begins after 2.2 km of neutralization.

Article 18. Finish
At 200 metres before the finish the convoy cars are diverted to the right (Dokter Spanjaardweg).
The finish is located on the Ceintuurbaan near Isala hospital. Expected finish time is 15:33 p.m.

Article 19. Accreditations
Only people with special accreditation are allowed close to the finish.

Article 20. Authorised cars
The authorised cars, which have been equipped with KNWU-strips and radio-receiver, line up at 11:00 a.m. near the permanence. Be on time to line up and follow the instructions of the organization. KNWU-strips for the cars are distributed by the organization or the race leader of the referees. Unofficial persons or vehicles are  not permitted in the convoy and they will, after having consulted the commissaries of the race, be removed by police-officers.

Article 21. Traffic rules
During the race the riders have to follow the normal traffic rules. So this is also means: pass roundabouts etc. on the right hand side.

Article 22. Broom wagon
The broom wagon (ID Agro) is the last car of the convoy and can be recognised by the broom on the car.

Article 23. Feed zone
The fixed feed zone is on the Zwolseweg after 90,1 km (pnt 91) and is signposted ‘begin verzorging’ and ‘einde verzorging’.

Article 24. Dangerous points
At as many as possible places, which are potentially dangerous, the organization will place a person with a yellow flag and a whistle. The riders are expected to be careful at these places.

Article 25. Organizer’s responsibility
The participants and supervisors are required to follow the instructions from police, judges, organization or other officials. Ignoring these instructions may result in sanctions.

Article 26. Liability
The organization is not liable for accidents or damages to riders, followers/staff or a third party that occur prior, during or after the race.

Article 27. Finishing time limit
Any rider finishing in a time exceeding that of the winner by more than 8% shall not be classified. The time limit may in exceptional circumstances be increased by the commissaries panel in consultation with the organizer.

The first 10 riders will be awarded the following UCI points:
40, 30, 25, 20,15, 10, 5, 3, 3, 3.

Article 29. Top competition Women 2019
This event is a stage of the Top competition Women 2019 for elite women. The Top competition Series consists of five individual events, and an overall classification for individual riders and under-23 riders. The regulations and the awarding points for these classifications are available in the KNWU federal regulations.

Article 30. Mix-team
The organization is permitted allow a mix-team to participate in the “Salverda Omloop van de IJsseldelta” 2019. The composition of a mix-team is elite women and/or women under-23 whose own team or club are not participating. The advertising line of the Mix-team is: Salverda || Craft || Zwolle

Article 31. Awards ceremony
In accordance with article 1.2 112 of the UCI rules, the following riders must attend the official awards ceremony on the podium near the finish-line.
– the first three finishers of the race
– the (new) leader of the classification of the Top competition
– the most combative rider of the race
– the first club rider of the classification of the Top competition

Article 32. Unforeseen
In case these regulations are not conclusive, the race commissaries decide about race technical matters and the organization decides about organizational matters.
